Reviewing the Project to see where it ought to be and what, if any, is the Variance (A quantifiable deviation, departure, or divergence away from a known Baseline or Expected Value. The analysis or technique used to find the degree and cause of Variance is called Variance Analysis)

Project is led and managed by the Project Manager; he is responsible for ensuring successful completion of the Project. His team (called Project Team), comprises two sides:
1. Project Staff
Led by the Supervisor or the Foreman or the Line Manager, Project Staff create the Deliverables. On a construction project, they will be masons, bricklayers, stutterers, steel works, electricians, plumbers, painters, carpenters, etc.
2. Project Management Team
- Deliverables are created in accordance with the Scope, Schedule, Budget, etc.
- Procurement contracts are executed, and Deliverables procured in accordance with the Procurement Plan
- Risks are managed according to the plans Risk Register; New Risks are identified, analyzed and responded to
- Quality is Assured by monitoring and controlling the processes of Project work; Quality is Controlled by ensuring that the achieved parameters of the Product, or its components’, meet the agreed (contracted) specifications
- Any Changes to the Project are processed, approved and implemented.
As the Project progress, the Project Scope is monitored that is, the Deliverables are created strictly in accordance with the Scope Baseline). Specifically:
- The Customer is delivered what he has asked for as per the Contract Specifications
- Scope Creep and Gold Plating are avoided. Both are uncontrolled expansion to Project Scope (Product or Non-Product) without adjustments to Time, Cost, and Resources
- Should the Customer seek a Change to the Product Scope, its implications are analyzed and communicated to the Customer at the earliest. Should the Customer insist on the Change after committing to Time and Cost adjustments, a Change Request to Scope is processed. If approved, the Contract is amended, and the Change implemented
- It helps detect any deviation from the Scope Baseline
- Ramp has a measured slope of 6oagainst the Baselined Specification of 5o. The ramp has a Variance (deviation from Scope) of +1o.
- During Project Execution, Good Scope Management, Monitoring and Control highly increases the chances of the Deliverable(s) clearing Quality Control and Acceptance by the Customer
